THE IMPACT OF INTERNATIONAL LAWS AND CONVENTIONS ON NIGERIA’S NARCOTIC DRUG CONTROL STRATEGY

Abstract:

This study specifically sets out to look at the impact of international laws and conventions on Nigeria’s narcotic drug control strategy. The problem of illicit traffick and abuse of narcotic drug and psychotropic substances is a global problem which affects the health and welfare of human beings. Nigeria as a member of the United Nations ratified all the international laws and conventions in order to tackle the twin problem of illicit trafficking and abuse of narcotic drug and psychotropic substances. Consequently a specialised drug Agency known as the National Drug Law Enforcement Agency (N.D.L.E.A.) was established. This agency therefore became one of the impacts of the International Laws and conventions. Other impacts include the National Drug Control Strategy and the politics of international drug control. From our analysis of the secondary data gathered, it was found out among other things that the strategy adopted by Nigeria has drastically reduced the problem of drug trafficking and abuse. But due to the politics of international drug control, Nigeria is still depicted among nations of the world that are not co-operating towards the global elimination of drug trafficking and abuse. We have also found that Nigeria is neither a producer of drag nor a user country but a transit country brought about by her geographical location. In reality the crux of Nigeria’s decertification by the USA was the refusal of the military regimes of General Ibrahim Babangida and Sani Abacha to democratise Nigeria. To this end it is recommended among others that Nigeria should continue with its good strategy of tackling drag abuse and trafficking damning the politics of international drug control propagated by the western world.
