THE ROLE OF PARASTATALS IN THE DEVELOPMENT OF KWARA STATE OF NIGERIA 1967- 1982 (THE CASE OF KWARA INVESTMENT CORPORATION (KIC) AND THE AGRICULTURAL DEVELOPMENT CORPORATION (A.D.C.)
ABSTRACT
The primary motive for the establishment of
Parastatal Organizations all over the world is to
stimulate the rapid Socio-economic development of the
society, but the general impression in this Country is
that our parastatals have not performed this role
adequately and datisfactority; while some people have
questioned the wisedom of their continued existence and
retention, others have expressed dismay at their
indefinite multiplication. The purpose of this study
therefore is to investigate whether or not and to what
extent parastatals in Kwara State of Nigeria have
performed the developmental functions for which they have
been set up. It is also to ascertain the structural and
environmental factors responsible for their alleged poor
performance with a view to finding possible solutions to
them so as to improve their performances. The Kwara
Investment Corporation (K.I.C.) and the Agricultural
Development Corporation (A.D.C.) were chosen as case
studies for this research.
The Finding of this study have confirmed that
parastatals, particularly K.I.C. and A.D.C. have
performed to some appreciable degree the functions
for which they are set up to achieve inspite of the
scarce resources at their disposal and the apparent
managerial problems militating against them. The K.I.C.
for instance was able to promote, among others, the following

enterprises: The Midlands Supplies Company, the
Savanah Concrete Industry, the Kwara Paper Converter,
and the Kwara Food Production Company now A.D.C. e.t.c.
while the A.D.C. similarly promoted the following
projects:
The Cottage Feed Mill in Ilorin, the Poultry Projects
in Ilorin and Ageva, the Rice Farm at Shonga, Rice
Mill at Pategi and the Cassava, Maize and Citrus
farms in Obbo-Ile and Ife-Olukotun just to mention a
few. Their performances have however been inhibited
by several factors among which are:
(i) irresponsible, undedicated and corrupt
management
(ii) under capitalization of the Projects
(iii) poor attitude of staff to government
work; and
(iv) over-burdening of the Parastalals with
numerous responsibilities.
If Parastatals are to function effectively
therefore, they must be properly constituted and
funded, and also managed by honest, dedicated,
competent and responsible officers.
