INTRODUCTION

• BACKGROUND TO THE STUDY

Education has been recognized globally as one of the universal ways of survival and improvement of the well-being of individual and society. The advent of formal education is considered as the foundation for national development as well as the surest way of making of al life achievement. This is way families and citizens especially youth and children now play more attention to education.

Nations, Governments, Organizations or family who wants to make effective impact and lasting success in their endeavours have therefore embraced education as a means to have citizens, officers and workers who have clearer understanding of their obligations, functions and responsibility, observe the laws, apply policies and co-operative in all affairs.

In Nigeria, government at all levels has come with different policies and strategies to move education to the next level. The 6-3-3-4 system of education established in 1982 as aimed at providing Universal Basic Education.

For citizens in order to breed species of individuals with compassion for our great Nation, having National Consciousness with the right attitude to life, properties and values required to help improve education and national development.

However, the effort invested by the different levels of government in Nigeria a on education seemed to have yielded some fruitful and promising reward to national development, giving a lively hope for a better immediate future. But some factors have been militating against the rapid development in education out of which truancy in student of both primary and secondary schools in one.

. This in a canker work in our education that has led to several questions on the quality of education and educational administration in Nigerian secondary schools.

Giedugba (1996) observes that quite a number of students in the institutions of learning are truant. They become truant in order to engage in activities which are neither under the control of the home nor the school.

This act is revealed when students instead of attending classes during school hours go to bush to bench for snails, to kill rabbits and collect fruits, going to hidden placers to play, wondering about in the streets without any purpose. Some  find their ways to the river to swim while other engage in petty
